Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a building dies, his legal representative shall, within ninety days of the death, intimate the death to the Director of Municipal Administration in Form C, surrender the certificate of registration to it and furnish a statement of every sanitary certificate then held; and the Director of Municipal Administration shall enter the intimation in the register within ninety days of its receipt.
