Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a vehicle carrying hazardous substances dies, his legal representative shall, within seven days of the death, intimate the death to the State Board in Form II, surrender the certificate of registration to it and furnish a statement of every register of consents then held; and the State Board shall enter the intimation in the register within one hundred and eighty days of its receipt.
