Surrender of certificate.—Every owner of a private service vehicle who ceases to carry on the use of a private service vehicle shall, within fifteen days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 23 of the manner in which every certificate of registration held by him has been disposed of.
