Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a private service vehicle dies, his legal representative shall, within sixty days of the death, intimate the death to the Licensing Authority in Form 29, surrender the certificate of registration to it and furnish a statement of every certificate of registration then held; and the Licensing Authority shall enter the intimation in the register within thirty days of its receipt.
