Surrender of certificate.—Every owner of a public building who ceases to carry on the provision of access to a public building shall, within forty-five days of such cessation, surrender the certificate of registration to the Government of Goa in person or by registered post, and shall inform it in Form II of the manner in which every grievance held by him has been disposed of.
