Surrender of certificate.—Every auctioneer who ceases to carry on the sale of goods by auction shall, within twenty-one days of such cessation, surrender the certificate of registration to the Registrar of Chits in person or by registered post, and shall inform it in Form D of the manner in which every agreement held by him has been disposed of.
