Application for registration.—Every manufacturer of motor vehicles carrying on the manufacture of motor vehicles shall make an application for registration to the Highway Administration in Form 4, within thirty days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every motor vehicle held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
