Surrender of certificate.—Every printer who ceases to carry on the printing of a periodical shall, within thirty days of such cessation, surrender the certificate of registration to the Government of Bihar in person or by registered post, and shall inform it in Form VII of the manner in which every print line held by him has been disposed of.
