Safe custody.—Every institution for persons with disabilities shall keep every roster to which these rules apply in a receptacle or place reserved for the purpose at the premises where the running of an institution for persons with disabilities is carried on, shall record in Form VII the description of every roster so kept and the date on which it was received, and shall furnish a copy of the record to the District Level Committee within fifteen days of the close of each year.
