Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any sand mining permit holder dies, his legal representative shall, within ninety days of the death, intimate the death to the Chief Inspector of Mines in Form H, surrender the certificate of registration to it and furnish a statement of every plan then held; and the Chief Inspector of Mines shall enter the intimation in the register within one hundred and eighty days of its receipt.
