Application for registration.—Every designated consumer carrying on the consumption of energy by a designated consumer shall make an application for registration to the Authority in Form VIII, within seven days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every cylinder held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
