Safe custody.—Every mortgagee shall keep every stock of stamps to which these rules apply in a receptacle or place reserved for the purpose at the premises where the taking of mortgages is carried on, shall record in Form D the description of every stock of stamps so kept and the date on which it was received, and shall furnish a copy of the record to the Sub-Registrar within one hundred and twenty days of the close of each year.
