Conditions of registration.—Every operator of a waste treatment facility shall carry on the treatment of waste only at the premises specified in the certificate of registration, shall keep every transit pass in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such transit pass for inspection on request by the Regional Officer of the Board, and shall not part with the certificate of registration to any other person.
