Safe custody.—Every user of the national emblem shall keep every report of the commission to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of the national emblem is carried on, shall record in Form A the description of every report of the commission so kept and the date on which it was received, and shall furnish a copy of the record to the Nodal Authority within sixty days of the close of each year.
