Surrender of certificate.—Every advertising agency who ceases to carry on the business of an advertising agency shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form III of the manner in which every copy of a book held by him has been disposed of.
