Safe custody.—Every owner of a private service vehicle shall keep every goods receipt to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of a private service vehicle is carried on, shall record in Form 2 the description of every goods receipt so kept and the date on which it was received, and shall furnish a copy of the record to the State Transport Authority within seven days of the close of each year.
