Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a building in a vulnerable area dies, his legal representative shall, within thirty days of the death, intimate the death to the Civil Defence Controller in Form E, surrender the certificate of registration to it and furnish a statement of every fire safety certificate then held; and the Civil Defence Controller shall enter the intimation in the register within forty-five days of its receipt.
