Records to be maintained.—Every owner of a building in a vulnerable area shall maintain, in Form E, a record of the construction of buildings in a vulnerable area showing the particulars of every relief material received, held and disposed of, shall make every entry in the record within three days of the transaction to which it relates, and shall preserve the record for a period of five years from the date of the last entry.
