Safe custody.—Every dealer in wireless equipment shall keep every register of subscribers to which these rules apply in a receptacle or place reserved for the purpose at the premises where dealing in wireless equipment is carried on, shall record in Form F the description of every register of subscribers so kept and the date on which it was received, and shall furnish a copy of the record to the Digital Communications Commission within one hundred and twenty days of the close of each year.
