Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any producer of plastic packaging dies, his legal representative shall, within sixty days of the death, intimate the death to the Environmental Appellate Authority in Form VIII, surrender the certificate of registration to it and furnish a statement of every tree then held; and the Environmental Appellate Authority shall enter the intimation in the register within one hundred and twenty days of its receipt.
