Surrender of certificate.—Every producer of plastic packaging who ceases to carry on the production of plastic packaging shall, within fifteen days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form VIII of the manner in which every transit pass held by him has been disposed of.
