Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of news on a digital platform dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Registering Authority in Form II, surrender the certificate of registration to it and furnish a statement of every periodical then held; and the Registering Authority shall enter the intimation in the register within thirty days of its receipt.
