Surrender of certificate.—Every child care institution who ceases to carry on the care of children in an institution shall, within twenty-one days of such cessation, surrender the certificate of registration to the Registrar General in person or by registered post, and shall inform it in Form I of the manner in which every certificate held by him has been disposed of.
