Safe custody.—Every landlord letting premises to foreigners shall keep every register of foreigners to which these rules apply in a receptacle or place reserved for the purpose at the premises where the letting of premises to foreigners is carried on, shall record in Form X the description of every register of foreigners so kept and the date on which it was received, and shall furnish a copy of the record to the Foreigners Regional Registration Officer within forty-five days of the close of each year.
