Safe custody.—Every open access consumer shall keep every licence to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the drawal of electricity under open access is carried on, shall record in Form III the description of every licence so kept and the date on which it was received, and shall furnish a copy of the record to the Ombudsman within one hundred and twenty days of the close of each year.
