Maintenance of premises.—Every open access consumer shall keep the premises where the drawal of electricity under open access is carried on in a clean and orderly condition, shall provide for every generating station kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the drawal of electricity under open access, and shall furnish to the Ombudsman in Form VIII, within seven days of the commencement of these regulations, a plan of the premises showing the place so set apart.
