Application for registration.—Every open access consumer carrying on the drawal of electricity under open access shall make an application for registration to the Ombudsman in Form VII, within twenty-one days of the commencement of these regulations, accompanied by a fee of ten thousand rupees and a statement of every register of consumers held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
