Surrender of certificate.—Every person in possession who ceases to carry on the possession of excisable articles shall, within seven days of such cessation, surrender the certificate of registration to the Excise Appellate Authority in person or by registered post, and shall inform it in Form D of the manner in which every excisable article held by him has been disposed of.
