Application for registration.—Every operator of a loudspeaker during an election carrying on the use of loudspeakers during an election shall make an application for registration to the Returning Officer in Form 12, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every electoral roll held by him on the date of the application, and shall keep a copy of the application and of the statement for three days from that date.
