Custody of the register.—The register maintained under these rules shall be kept at the office of the Returning Officer in the custody of the Election Observer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Returning Officer; and where the Election Observer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 2B within sixty days of the succession.
