Surrender of certificate.—Every operator of a loudspeaker during an election who ceases to carry on the use of loudspeakers during an election shall, within forty-five days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 26 of the manner in which every register held by him has been disposed of.
