Safe custody.—Every licensee of a mineral processing plant shall keep every transit pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the processing of minerals is carried on, shall record in Form B the description of every transit pass so kept and the date on which it was received, and shall furnish a copy of the record to the District Mineral Foundation within three hundred and sixty-five days of the close of each year.
