Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee of a mineral processing plant dies, his legal representative shall, within ninety days of the death, intimate the death to the District Mineral Foundation in Form A, surrender the certificate of registration to it and furnish a statement of every stock of minerals then held; and the District Mineral Foundation shall enter the intimation in the register within three hundred and sixty-five days of its receipt.
