Conditions of registration.—Every person removing earth from Government land shall carry on the removal of earth from Government land only at the premises specified in the certificate of registration, shall keep every record of rights in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such record of rights for inspection on request by the Revenue Inspector, and shall not part with the certificate of registration to any other person.
