Surrender of certificate.—Every open access consumer who ceases to carry on the drawal of electricity under open access shall, within fifteen days of such cessation, surrender the certificate of registration to the Ombudsman in person or by registered post, and shall inform it in Form IV of the manner in which every tariff held by him has been disposed of.
