Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any dealer in second-hand goods dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Government of Haryana in Form III, surrender the certificate of registration to it and furnish a statement of every pledge then held; and the Government of Haryana shall enter the intimation in the register within forty-five days of its receipt.
