Surrender of certificate.—Every owner of a hoarding who ceases to carry on the display of hoardings shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Board of Film Certification in person or by registered post, and shall inform it in Form VII of the manner in which every programme held by him has been disposed of.
