Surrender of certificate.—Every toll plaza operator who ceases to carry on the collection of tolls shall, within ninety days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 38 of the manner in which every pollution certificate held by him has been disposed of.
