Periodical returns.—Every captive generating plant owner shall furnish to the Petroleum and Natural Gas Regulatory Board, within fifteen days of the close of each year, a return in Form VIII of the operation of a captive generating plant carried on during that year, and a nil return where no such activity was carried on.
