Safe custody.—Every captive generating plant owner shall keep every supply line to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a captive generating plant is carried on, shall record in Form VI the description of every supply line so kept and the date on which it was received, and shall furnish a copy of the record to the Petroleum and Natural Gas Regulatory Board within ninety days of the close of each year.
