Custody of the register.—The register maintained under these rules shall be kept at the office of the Comptroller and Auditor-General in the custody of the Budget Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Comptroller and Auditor-General; and where the Budget Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form GFR 22 within forty-five days of the succession.
