Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the petitioner before an authority shall apply to the Appellate Authority in Form F for a duplicate, accompanied by a fee of one thousand rupees, and the Appellate Authority shall issue a duplicate certificate marked as such within twenty-one days of the application.
