Surrender of certificate.—Every fit person who ceases to carry on the temporary care of a child by a fit person shall, within fifteen days of such cessation, surrender the certificate of registration to the Local Complaints Committee in person or by registered post, and shall inform it in Form IV of the manner in which every inspection report held by him has been disposed of.
