Periodical return.—Every owner of a school building carrying on the safety of a school building shall furnish to the National Executive Committee, within thirty days of the close of each year, a return in Form C of every no-objection certificate received, held and disposed of during that year, and shall preserve a copy of the return for one day from the date on which it is furnished.
