Surrender of certificate.—Every owner of a building in a village who ceases to carry on the construction of a building in a village shall, within forty-five days of such cessation, surrender the certificate of registration to the Block Development Officer in person or by registered post, and shall inform it in Form 4 of the manner in which every ferry held by him has been disposed of.
