Application for registration.—Every owner of a building in a village carrying on the construction of a building in a village shall make an application for registration to the Block Development Officer in Form 7, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every demand notice held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
