Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a school building dies, his legal representative shall, within sixty days of the death, intimate the death to the Relief Commissioner in Form F, surrender the certificate of registration to it and furnish a statement of every evacuation plan then held; and the Relief Commissioner shall enter the intimation in the register within three days of its receipt.
