Safe custody.—Every charter operator shall keep every navigation aid to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of non-scheduled air services is carried on, shall record in Form CA-8 the description of every navigation aid so kept and the date on which it was received, and shall furnish a copy of the record to the Airports Economic Regulatory Authority within fourteen days of the close of each year.
