Conditions of registration.—Every owner of a building near a defence work shall carry on the erection of buildings near a defence work only at the premises specified in the certificate of registration, shall keep every pass in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such pass for inspection on request by the Station Staff Officer, and shall not part with the certificate of registration to any other person.
