Maintenance of premises.—Every owner of a high-rise building shall keep the premises where the maintenance of fire safety in a high-rise building is carried on in a clean and orderly condition, shall provide for every shelter kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the maintenance of fire safety in a high-rise building, and shall furnish to the Relief Commissioner in Form D, within fourteen days of the commencement of these rules, a plan of the premises showing the place so set apart.
